Asbestos is considered a toxic pollutant by State and Federal law because it is known to cause or contribute to cancer.  All forms of asbestos are considered toxic and no safe exposure level has been determined for residential areas.

The state of California has an Air Toxics Control Measure (ATCM) for asbestos and the US EPA has a National Emissions Standard for Hazardous Air Pollutant (NESHAP) for asbestos.
